Rajan Khanal, Ph.D.

Personal Details

Mr. Khanal was born in Namobuddha municipality on 2 November 1967. He pursued his school level education in Kavrepalanchok district and graduated in Public Administration with specialization in Public Policy Management and Masters in Arts in Humanities and Social Science from the Tribhuvan University of Nepal. He also completed his Ph. D. in Economics in “Taxation Policy of Nepal” in 2017 from the Mahendra Sanskrit University, Nepal.


Mr. Khanal started his civil service career in 1993 at the Department of Postal Services as a Postal Officer and later he served as an undersecretary in the different ministries from 1999 to 2005.  After being promoted to the Joint Secretary he worked as a Deputy-Director General in the Department of Customs under the Ministry of Finance for two years. He worked as the capacity of chief of the human resources management in the Ministry of Education in 2008. After joining in the Ministry of Finance, he continued his service as a chief of the Budget and Program Division and the Revenue Management Division; where he introduced major policies changes and reforms programs such as continuity of Medium-term budget framework, implementation of Government Finance Statistics, adoption of austerity measures for the effective and efficient management of government fund. He took a lead role in the formulation and effective execution of fiscal policies.


Likewise, he served as the Director General of the Inland Revenue Department. He did remarkable institutional transformation and changes in the department such as tax administration modernization and reform framework, strategic plan for short, medium and long-term, amendment of tax laws, regulations, procedures, drafting tax directives and established and strengthened the bilateral relations for the better management of international taxation through the Double Taxation Avoidance Agreement.


He promoted to the secretary of the government of Nepal in 2015 and designated at the Ministry of General Administration. He played a very crucial role to manage and mobilize more than eighty thousands government employees. He formulated human resources policy to attract and retain competent and skilled manpower. He also worked as the Revenue Secretary for the Ministry of Finance from 2015 to 2017. During this tenure, he introduced and carried on customs modernization and tax department reform programs. Under his leadership, Customs Department implemented trade facilitation strategies and Revised Kyoto Convention and tax department became a fully automated.


In addition, he worked as the secretary for the Commission of Investigation of Abuse Authority in 2018. He served as the chairman and board member of different public enterprises where he contributed to reform and improves the working procedures of the Public Enterprises through the advice of policy changes.


He always carried out his duty and fulfills his responsibility taking into account of his career objectives of "to work for the betterment of people and the country by contributing to reforming public administration for the measurable results".  Since his first appointment to the post of section officer to date, Mr. Khanal has been persistently working in the various areas of public management under different ministries with prominent responsibilities. Dynamic, committed to duty and fair and high integrity in his business operations; Mr. Khanal has contributed to the public administration through formulating, designing and implementing policies for the improvement of livelihood of citizen and overall socio-economic development of the country.


Mr. Khanal has travelled many countries, attended and participated various high-level and ministerial meetings, seminars, conferences in and outside of the country and has also published copious of articles in leading newspapers and journals. He has published books on Public Policy, Administration and Management and Contemporary debates on Public Affairs Management.


He enjoyed reading books and articles related to the economic affairs, taxation and public management. He is a member of various professional organizations and alumni in Nepal. He is married and having two daughters.
