Dr. Krishna Hari Pushkar

Dr. Krishna Hari Pushkar is the Secretary for Ministry of Finance. This is his second tenure as Finance Secretary. Prior to this, he served as the Secretary at Ministry of Federal Affairs and General Administration, Secretary for Revenue in Ministry of Finance and Secretary at the Office of the Prime Minister and Council of Ministers. He has also served in Diplomatic Services as Minister (Economic) in Embassy of Nepal, New Delhi and as Labour attaché in Republic of Korea.
Dr. Pushkar has previously worked as Joint Secretary at Ministry of Home Affairs, Commission for Investigation of Abuse of Authority, Ministry of Industry, Commerce and Supplies, Covid-19 Crisis Management Centre, Ministry of Federal Affairs and General Administration, and as Province Secretary at Ministry of Internal Affairs and Law, Madhesh Pradesh in his 28 years of public service. He has worked as Director General of Department of Foreign Employment as well as Department of Labour. He has also served as the Chief District Officer. He has been conferred with various medals and awards on behalf of the State.
Dr. Pushkar has completed his PhD from Tribhuvan University in Conflict, Peace and Development Studies. He has a Master’s degree in Public Administration from Public Administration Campus, Tribhuvan University. He is a Hubert Humphrey Fellow with study in Human Resource Management at Michigan and California. He is also a DAAD Fellow with research in Peace and Conflict Studies at Otto Von Guericke University.
His area of expertise includes Governance and Development, Fiscal and Revenue Administration, Financial Crime Investigation and Conflict Management.
Dr. Pushkar is fluent in Nepali, English, Bhojpuri, Maithali and Hindi while holds moderate command over Urdu and German languages. He along with his wife, who is Joint Secretary in the Government of Nepal, have raised two kids.
